Best Management Practices
1. Public Education and Outreach
BMP 1A- Educate
public with brochures about the State of Tennessee’s various recycling &
disposal programs.
BMP 1B- Educate
the public about pollution prevention with the use of roadside signs.
BMP 1C - Develop
anti-litter campaign: will include
paper products, tires, batteries, and household hazardous waste.
BMP 1D- Public
Education via Internet. Update &
upgrade Loudon County’s website to better inform the public about development
regulations.
2. Public Participation and Involvement:
BMP 2A- Participate
with TVA watershed teams and get involved with TVA stewardship activities.
BMP 2B- Start
stream cleanups (litter); Target local organizations such as churches, Boy
& Girl Scouts
BMP 2C- Develop
an Adopt a Stream program for MS4 operator; Target local organizations,
developers and specific industries to adopt a section of stream and keep it
clean.
BMP 2D- Develop
a shoreline protection program for public and private owners of shoreline
and/or stream bank property in county.

Illicit Discharge Detection and Elimination
BMP 3A- Educate public on how to detect,
prevent, & eliminate illicit discharges.
BMP 3B- Develop
ordinance that prohibits non-stormwater distcharges to storm sewers and
dumping.
BMP 3C- Develop
ordinance that gives the Owners authority to use stop work orders in the event
of violations.
BMP 3D- Develop
ordinance that prohibits contamination of stormwater from industrial,
commercial sites.
BMP 3E- Develop
a complete storm sewer system map for entire regulated MS4 system.
4.
Construction Site Runoff Control Program
BMP 4A- Revise
erosion control ordinance to match TDEC requirements for disturbed areas, a LDP
will be required for disturbed areas greater than one acre.
BMP 4B- Revise
site development ordinance to require a pre-construction meeting for sites
draining to 303D listed streams.
BMP 4C- County
will notify public, developers, contractors & engineers of available Level
1 TDEC training class.
BMP 4D- Pertinent
municipal staff will successfully complete TDEC Level I training.
5. Post-Construction Runoff Control
BMP 5A- Revise
site development ordinance to require detention/retention ponds to treat first
flush volume from impervious areas.
BMP 5B- Site
development ordinance will be revised to allow for Right-of-Entry for
inspection of BMP’s, to require long-term maintenance, and penalties for
violations.
BMP 5C- Site
development ordinance will be revised to require resubmittal of plans if
changes to plans are made after approval.
BMP 5D- Site
development regulations will be revised to establish and guard buffer zones
from the top of bank, adjacent to streams.
6. Municipal Pollution Prevention and Good
Housekeeping
BMP 6A- Develop
a pollution prevention-training program for municipal staff.
BMP 6B- Develop
a long-term operation & maintenance program and develop policies to put in
place for pollution prevention.
BMP6C- Revise
stormwater ordinance to require all new drainage structures that discharge to a
stream to have a permanent message placed on inlet.
BMP 6D- Revise
site development ordinance(s).
